Why face time might mean fewer bad times for college neighbors

Sylvia Holtberg, a 35-year resident of St. Paul's Como neighborhood, explains why she thinks that meeting students in person as they move into rentals near the University of Minnesota might cut down on noise and litter in the area:

"Just by putting a face to residents, it really gives the students a little pause for thought."
