Why Winona panel is split on themed WSU housing

“I don’t feel like Winona State should have special privileges in the housing community. Something’s not right on that.”

-- Winona Planning Commission member Steve Briggs on his concerns over attempts to establish a plan allowing -- but also regulating -- a number of university-owned residential student rentals, called "theme houses." He wondered why that right would extend only to the university and not private property owners.

Some commissioners thought the attempts would give "blanket approval" to the projects, disrupt parking and neighborhood peace, and allow the properties to be taken off the city tax rolls once the university owns them.
