Duluth's new attempt to manage student housing

Oy, the city ordinances: They’ve attempted to control everything from how many student roommates can live in the same residence to where they can park and whether they’ve mowed their grass. The long-maligned 300-foot rule even tried to control how close rentals could be to each other.

The hodge-podge of local laws is taking a backseat now, though, and that’s good.
