Analyst: Tuition reciprocity agreement helps Minnesota grow

-- University of Minnesota analyst Peter Zetterberg, in a paper quoted by the Associated Press, which found that the college tuition reciprocity agreement -- which allows students from surrounding states to study here and pay in-state tuition -- has been an attractive thing for Minnesota.
