St. Paul meets Pedro Park deadline with flower field

St. Paul's decision to convert the vacant lot where Pedro Luggage once stood to an "urban flower field" makes good on a promise the city made five years ago.

The Pedro family gave the land to the city in 2009 on the condition it be turned into a park. The agreement between the city and the family says:

If [St. Paul] has not obtained the financing within a period of five years for the entire Park plan, it will convert the donated parcel to parkland consistent with this agreement.

"It shows progress (which we committed to the Pedro family there would be), but what you'll see on-site wouldn't necessarily complete reflect what we normally call a park," Parks & Recreation Department spokesman Brad Meyer wrote in an email.

Here's the full agreement.
