Daily Digest: Transportation is key

Good morning, and welcome to Tuesday. West Virginia holds its primary today, and Bernie Sanders is thought to have an edge. Until the results come in, let's check the Digest.

1. Gov. Mark Dayton and legislative leaders from both parties met privately Monday to talk about ending the legislative session. They agreed that if there is to be a deal on the budget and a bonding bill they have to first reach an agreement on transportation funding. As they discovered last year, that's easier said than done. 2. Legislation that would shorten prison sentences for many drug users but increase them for people who sell big amounts easily cleared its first committee at the Capitol. (Pioneer Press)

3. Speaking of Bernie Sanders, a new analysis of his proposals shows they would add $18 trillion to the national debt over 10 years.  The analysis shows that Sanders' plan would raise taxes for most Americans and that lower income people would see the most benefits from its increased spending. And the wider impact of the Sanders' proposals would be higher interest rates and an economic slowdown.  (NPR)

4. House Speaker Paul Ryan says he will step aside as chair of the Republican National Convention if Donald Trump asks him to. The two are set to meet later this week after Ryan said he wasn't yet ready to support Trump for president. Ryan denies he has his eye on a run for the White House in 2020. (Milwaukee Journal Sentinel)

5. If the Democrats were looking for someone to stand toe-to-toe with Donald Trump, it looks as  they've found her. Sen. Elizabeth Warren of Massachusetts engaged Trump in a Twitter war the other day and seems to have found a way to get under his skin. Her strategy appears to be to insult him early and often.
