About a third of the money comes from regular federal funds -- mostly the federal portion of the gas tax. About 15 percent of the money comes from federal stimulus spending, and about 13 percent comes from state funds, mostly the state portion of the gas tax.

The largest portion of the money, about 40 percent, is borrowed by way of issuing state bonds that of course must be repaid.
