Support for primary seat belt buckles under in the House

Supporters of a measure that would allow police to stop drivers simply because they weren't failing to wear a seat belt were turned back in their efforts again today. Attempts to include the provision on a different bill were defeated on a procedural vote. The provision was also included in a large transportation policy bill which the House also voted to send back to conference committee.
